OpenEUICC is not a standalone app and is not supposed to be "installed" but rather incorporated into the system image. If you can build OpenEUICC from source inside of your AOSP source tree, you can likely run it once you install that built system image.

EasyEUICC is a separate unprivileged app and if you can install it and pass the compatibility checks that come with the app, you can use it.
