Autotools does not search $PWD for m4 files, so the LIBCAP_NG_PATH macro isn't found via the local cap-ng.m4, and isn't actually expanded. Move it to m4/ and have aclocal search that. Signed-off-by: Mike Frysinger <vapier@gentoo.org>
