Peter Cai 0c4c5505d7 gsi: init: hack: Call pm install on Fennic F-Droid APK on boot 
Fennec's UniFFI doesn't like JNI paths located in system. So instead
let's just call `pm install` on the APK on boot as a hack.

This _will_ fail if the user has updated the app, but we don't really
care here.

We could consider doing this for all preinstalled apps in the future.
